Staff brought forward a procedural concern after a recent solar-battery project was interpreted by the applicant and a utility as having been approved at the level considered by the planning commission. Staff explained the commission had deemed the project a level 3 matter, but the earlier motion at the planning meeting had been read as a level 2 approval and was treated as such by the solar company and the utility.
"The solar company took that as it was approved in your meeting," staff said, noting the discrepancy had created "a little bit of drama." Commissioners discussed adding precise language to motions, tabling items until direction is clear, or explicitly denying at the planning level when the intent is to recommend a higher-level review. Chair Gary Renton suggested the commission could table or frame motions differently so applicants and outside parties do not interpret an action as final approval when it is only an advisory step to the county commission.
