Commissioners ask how parking will be treated in Ashland's TSP; staff says cross-section and performance measures will address it

Commissioners pressed staff on whether the Transportation System Plan update would address parking adequacy, downtown circulation and loading zones. "Is parking adequacy going to be addressed or not?" a commissioner asked.
Staff and Public Works Director Scott Fleury said the TSP's scope does not include a standalone parking adequacy study comparable to the 2017 downtown parking study, but that parking will be considered via recommendations for street cross sections and performance measures tied to the Climate Friendly and Equitable Communities program. Fleury said engineers working with ODOT will help develop performance measures related to managing parking as a tool to reduce greenhouse gas emissions and encourage mode shift.
Staff also noted city staff are already discussing changes to timed parking and paid parking options as part of longer-term work and that existing plans (including the 2017 downtown parking study) will inform consultant work. Commissioners suggested site visits and focused discussions on downtown circulation and key intersections as the TSP moves into inventory and analysis phases.
