Planning Director Heather Troutman briefed council on proposed updates to Title 19 (critical areas), telling council the revisions are required under state law as part of periodic updates to address wetlands, aquifer recharge areas, fish and wildlife habitat and a newly identified habitat within the city. Troutman said staff will rely on federal and state mapping resources and also ask applicants to identify potential critical areas in development proposals.
She said the planning commission recommended the ordinance changes and staff expects a public hearing on July 20 with proposed final action by council at that time. Troutman described the changes as routine updates to maintain compliance with the Growth Management Act and to ensure appropriate impact identification and mitigation steps for development proposals.
