Members press for wildfire planning linkages and seasonal grading flexibility

Elliot Hurwitz urged the LAPAC to connect the area plan to the Cobb Mountain Community Wildfire Protection Plan (CWPP) so wildfire mitigation work is integrated into planning. "There should be a dynamic link in our area plan and the general plan to the Cobb Mountain Area community wildfire protection plan," he said, arguing the CWPP should house comprehensive wildfire considerations.
Participants also flagged a regulatory timing problem: the county's grading season runs May 15 to Oct 15, which overlaps with the county's fire season and can prevent on-the-ground mitigation. The group recommended policy updates to provide "ministerial flexibility" on grading permits at the season margins so that time‑sensitive mitigation work can proceed when appropriate. Turner said she has some authority to approve grading outside the season but prefers a clarified ordinance rather than expanding discretionary authority.
