Beinecker said Bowman later admitted he had not conducted a formal survey and that the matter constituted malfeasance in office and a violation of the public trust; he asked the mayor to resign and to submit a written apology and requested an independent investigation.
The complaint was read into the record; council did not take immediate disciplinary action during the session and the complainant said he is prepared to escalate the matter if not satisfactorily resolved.
