Former councilmember files formal complaint alleging mayor falsified survey; seeks resignation

Hank Beinecker, a current civil service commissioner and former city council member, read a formal complaint into the record alleging misconduct by Mayor Larry Bowman and seeking a third-party investigation.
Beinecker alleged that at a May 20, 2025 council meeting Bowman "falsified information pertaining to a survey" about two pieces of recreation-center equipment and that the council relied on that information to approve an unbudgeted purchase of about $7,800 despite other higher priorities. Beinecker said Bowman later admitted he had not conducted a formal survey and that the matter constituted malfeasance in office and a violation of the public trust; he asked the mayor to resign and to submit a written apology and requested an independent investigation.
The complaint was read into the record; council did not take immediate disciplinary action during the session and the complainant said he is prepared to escalate the matter if not satisfactorily resolved.
