LAPAC members push for neighborhood-scale commercial zoning and small-business support

At the question on how the county should support local and small businesses, panelists emphasized zoning that allows neighborhood-scale commercial uses and more visible business support resources. Elliot Hurwitz raised the need to "explore the opportunity for what we call neighborhood scale commercial within the rural hamlet zoning overlay designation," saying the group should work with technical planners to define a walkable or "neighborhood-scale" commercial standard.
Robert Thomas described hands-on help from the Lake County Economic Development Corporation and the RCD when he launched his business. Members recommended streamlining planning and building permit processes to reduce the time it takes for small ventures to open. "Streamline processes and remove governmental obstacles to get business through the permit process and get started more rapidly," staff summarized, while noting CEQA and inspection capacity can still lengthen timelines.
LAPAC members also discussed supporting cottage industries and home‑based entrepreneurs while protecting residential character, and flagged state-level restrictions (liquor licensing, insurance) that can complicate some home-based business models.
