Airway Heights to send time‑sensitive DEIS comments urging county to analyze UGA impacts

Planning Director Heather Troutman told council July 6 that Spokane County's draft environmental impact statement (DEIS) for its comprehensive plan update includes alternatives that would change urban growth area (UGA) boundaries adjacent to Airway Heights. Troutman said the city will send a letter this week asking the county to analyze impacts to transportation, wildlife, streams and, importantly, the city's water system when UGAs are designated adjacent to the city.
"We're the only water purveyor in this area," Troutman said. "If there's a UGA designated next to the city, then we're saying that it's the county's responsibility to study the impacts to our water system." She noted the city proposes to retain only one UGA (south of US‑2) because of an existing contract affecting future annexation, and that comments on the DEIS are time‑sensitive and due by Saturday the 11th.
Council moved to approve the draft DEIS comment letter and authorized either the mayor or the city manager to sign; the motion passed unanimously. Troutman said the letter will ask the county to analyze congestion impacts at intersections that would feed onto Craig and Hayford roads and to assess water/sewer implications for city infrastructure.
