Troutman replied the funding is specifically to create a new six‑year capital plan and requires public engagement; she clarified it is not an open pot for arbitrary recreation spending. The public hearing was closed at 5:44 p.m. with no public commenters during the hearing; staff will include the hearing record in the RCO application materials.
