Rob Sant presented the project area plan on behalf of redevelopment staff. The plan was submitted to the council as the Official Community Reinvestment Project Area Plan recommended by the Redevelopment Agency. Because Councilmember Ferry recused, the council proceeded with the vote using the remaining members and the mayor’s tie-breaking authority.
