Township awards Cocalico Creek tributary restoration contract to Flyway Excavating, Gutshall abstains

The Township Manager reported that four bids were received for the Cocalico Creek Tributary stream restoration at Pump Station #18 and that Flyway Excavating was the low bidder at $244,500. The Township Engineer recommended awarding the contract to Flyway Excavating; the manager said work will not begin until Oct. 1, 2026 and will continue into 2027 because plantings occur in spring. The meeting minutes note that WTMA will contribute toward the project cost.
On a motion by Chairman Ken Eshleman, seconded by Supervisor Ken Kauffman, the Board approved awarding the project to Flyway Excavating for $244,500. Supervisor Kelly Gutshall abstained from the vote due to a conflict of interest; the minutes record the award as approved and note the abstention.
