Board approves Hurst dwelling plan on preserved farm at 1519 Brunnerville Road

Kevin Varner, representing Diehm & Sons, presented a preliminary/final plan for Raymond and Elva Hurst on about 29 acres that remain in the Lancaster County Agricultural Preserve. Varner said "the plan does not propose any subdivision of the property" and that the family intends to occupy the new dwelling while the existing home would be occupied by the Hursts’ daughter. He noted approvals from the Agricultural Preserve Board and the Conservation District and said the plan will include a note referencing the prior Conditional Use decision.
Supervisor Kelly Gutshall asked about a structure crossing the stream; Varner described it as a 6-inch corrugated metal pipe (CMP). The board asked that a plan note require the property owner to maintain the CMP in accordance with best management practices and that the Township Engineer's dated comments be addressed. On a motion by Gutshall, seconded by Tennis, the Board approved the waiver/modification and the preliminary/final land development plan contingent on adding the requested note and addressing the Township Engineer's comment letter dated 5/4/2026.
