Susan Allen, political coordinator speaking for Oregon AFSCME, presented Legislative Concept LC 178 and told the caucus AFSCME represents about 40,000 members statewide.
Allen thanked AGC, OBI and SAIF for stakeholder work and said the group will reconcile the concept with the subcommittee recommendation. MLAC members asked questions: Sarah Duckwall asked if Allen had received the bill analysis; Allen said she received it that morning and would follow up with stakeholders. Ryan Hearn asked how the concept might affect the Worker Benefit Fund over a 10‑year horizon, noting an estimated $25,000,000 in systemic costs from an NCCI analysis.
Matt West, workers' compensation administrator, said the policy and research teams have flagged the estimate and will model the WBF impact once language is finalized. "The 25,000,000 from NCCI's analysis for systemic costs...once we have the finalized language, our research team will get an estimated impact on what the WBF would be," he said. Allen said she did not expect a caucus vote today and that stakeholders would do additional work before bringing a final product back to MLAC.
