Board hears summary of recent Ohio education bills, including new teacher disqualifications and State Board changes

Miss Katzenberger gave a detailed legislative briefing on new state laws that will affect district policy and personnel. She said the largest bill, House Bill 455, is a roughly 600-page education omnibus that "allows 14 and 15 year olds to work until 9PM on Fridays and Saturdays during the school year" with parental approval, increases the State Board of Education from five to seven governor-appointed members, and "adds strangulation, grooming, and prostitution to the list of offenses that disqualify a person from employment in a public school." Katzenberger told the board that the bill "takes effect in 90 days."

She also summarized Senate Bill 19 and Senate Bill 276. On Senate Bill 19 she said the state will require districts to provide high-dosage tutoring or other academic interventions for students scoring limited on state exams and to report specified data annually; the law includes no added funding. On Senate Bill 276 she said the bill originally addressed licensure reciprocity for psychologists but was amended to require teaching a 'success sequence' in grades 6–12; Katzenberger said supporters call the framework evidence-based while critics warn it risks narrowing curriculum and excluding some family structures.

Board members asked the superintendent whether curriculum changes will be required; Niedzwicky said the district will review the law, consult with staff and provide an update once new personnel are in place and the district has completed a curriculum mapping exercise.
