Resident urges commission to treat PUDs separately from historic town-site development

A Bellevue resident told the Planning & Zoning Commission that planned-unit developments (PUDs) function differently than the original town site and requested the commission consider that distinction when reviewing upcoming proposals.
At the May 18 meeting of the City of Bellevue Planning and Zoning Commission, a member of the public urged commissioners to exclude planned-unit developments from a discussion he said centered on problems in the town site.
Jeff Pathway, addressing the commission during the public comment period, said he will submit a formal presentation next month about his concerns and asked the commission to treat PUDs as "animals of their own." He argued that PUDs are governed more tightly by homeowners associations and that many issues the city faces in the original town site do not occur in PUD neighborhoods.
"The way we have it laid out, there will be some conflicts...but I am imagining that what you're talking about this evening...are really things that are predominantly occurring in the original on-site and not the PUDs," Pathway said. He added that because many PUD houses include garages and larger setbacks, they provide more space for recreational vehicles and lifestyles people expect in the city.
The comment came before the commission moved to a public hearing on a floodplain variance for a diversion/dam project. Pathway asked commissioners to consider the different product types and management structures of PUDs when drafting or applying regulations.
The commission did not take immediate action on the public comment; the speaker indicated he would bring additional material at a future meeting.
