Council discusses TIF application and fiscal policy work from University of Iowa students

Finance Officer Heidi Van Auken explained a proposed tax-increment financing (TIF) application intended to make treatment more equitable among applicants by standardizing comparables and development-size considerations. She told the Council that, effective July 1, 2026, the LMI designation used in TIF processing was removed under new state legislation, which affects how TIF applications will be evaluated going forward.
Staff also reported that University of Iowa students who worked with the Capital Improvement group produced recommendations on fiscal health, debt management, purchasing standards, investing and accepting donations; those recommendations will be shared at a public hearing at the next Council meeting. No final policy or TIF approvals were taken at the July 20 meeting.
