The West Branch City Council held a public hearing at 6:20 p.m. on July 20 for the proposed Capital Improvement Plan for fiscal years 2028–2032. Mayor Roger Laughlin opened the hearing; with no public questions or discussion, the Mayor adjourned the hearing at 6:21 p.m.
Councilmember Colton Miller moved to approve Resolution 2026-70 adopting the CIP and Councilmember Tom Dean seconded; the resolution passed unanimously (AYES: Miller, Dean, Noel, Horihan, Sexton). The CIP will guide capital spending and project scheduling over the five-year period; staff will proceed with the plan as approved.
