Alexandria council suspends final readings after member walks out over quorum dispute

Mayor Sean Barnes called the Village of Alexandria regular council meeting to order at 7:01 p.m. on July 7. Early in the meeting Councilman Herb Lower said he had received multiple calls asking him not to vote on "anything majorly important" because two council members were absent and urged the body to defer votes. "I do not want us to vote on anything majorly important since we are missing 2 council members," Lower said.

Council members debated whether to postpone actions. Councilwoman Sarah Chambers noted the items before the council had already had multiple readings and said there had been no prior objections. Administrator Kendra Borror told the council that the village's social media policy was due at the beginning of July and that the deadline was connected to cybersecurity compliance, a timing constraint cited by members who favored moving forward.

Tension escalated when Lower stood up and began to leave the meeting. "You all do what you want," he said before walking out at 7:22 p.m., and a member of the public voiced support. After Lower left, council announced the final readings on two items — Resolution 2026-19 (the 2026 comprehensive plan) and Resolution 2026-20 (social media policy) — would be suspended until the July 21, 2026 meeting. The motion to move on to Village Office Reports was made by Councilman Spencer Giese, seconded by Councilwoman Chambers, and passed by roll-call vote recorded as all yes.

Why it matters: the walkout highlights a procedural dispute about quorum and public input that the council asked the solicitor to address. At the next regular meeting, the council will revisit the suspended final readings; the July 21 agenda was announced at the close of the meeting.
