County Manager Morgan presented the consent agenda of 14 items that included grant awards and administrative actions. Among the grants was a $33,010 state award to help fund law-enforcement work tied to the county ccountability courts (used for compliance and after-hours checks), a $127,373 VOCA award for victim-witness advocates, and opioid-abatement funds for court services. Morgan said the surveillance-related grant funds compliance checks and overtime for officers working accountability-court follow-ups.
During the public-comment period several residents raised concerns about surveillance and technology spending. Shannon Weimer asked for clearer public accounting of grant-funded surveillance equipment and the perimeter of its use, saying, "I'm trying to understand why the Sheriff's Office needs so many surveillance enforcement financials... why Woodstock is turning into a smart city" and sought a more detailed budget and public explanation. The board and county manager acknowledged the question and suggested staff and the Sheriff—ould provide more details to concerned residents. The consent agenda was approved unanimously.
