A staff member said food trucks raise land‑use, licensing, tax revenue and environmental questions — where they can locate, how long they can remain in one place, licensing, effects on brick‑and‑mortar businesses and stormwater/wastewater disposal. "This issue presents a lot of interesting difficult issues," the staff member said, noting the team will include planning, economic development and other departments.
Staff said portions of the topic are regulatory rather than purely land use and that only certain elements would need to come back to the planning commission. The commission agreed that the issue is likely to take many months of staff work; staff estimated a phased approach and said the matter could take about a year before any comprehensive land‑use recommendations are ready for commission review.
Commissioners emphasized balancing innovation and brick‑and‑mortar business protections, and suggested considering permit fees to cover enforcement and administration costs. The group will return to the commission with recommendations when there are land‑use decisions to consider.
