Kimball council approves 25% sick-leave payout on separation with two-week notice

The Kimball City Council on June 24, 2025 voted unanimously to amend its personnel manual to allow a partial payout of unused sick leave when employees separate from city service.

"Municipal employees are eligible to be paid for twenty-five percent of unused sick leave benefits upon separation from employment provided a two-week notice is given," Council member Matt Bilben moved during the meeting; Harold Bickner seconded the motion. A roll-call vote recorded Bilben, Bickner, Stellwag, Blasius, Gough and Janish as voting aye and the motion carried 6-0.

The change updates Section 715(H) of the city personnel manual and applies when an employee gives the two-week notice specified in the amendment. The minutes do not specify whether the payout will be funded from a particular line item in the city budget or whether the change applies retroactively to separations that occurred before the amendment's effective date.

Mayor Donnie Hamiel presided over the special session and Lydia Morley was recorded as finance officer in attendance. The council approved the meeting agenda at the outset and recorded no public input during the session.
