On Jan. 21 Payson City Council approved two related items for Hiatt Creek: a zone change to RMF‑10 for parcels 29:023:0030 and 29:023:0023 and an amendment to the Phase B‑1/B‑2 development agreement.
Planner Michael Bryant located the parcels and said they were currently in an Annexation Holding zone (A5H). Applicant Tyler Horan said project plans are in a concept stage and did not provide a unit count; he confirmed he held right‑of‑way through portions of the property. Councilmember Ryan Rowley asked whether development by nearby Christian Life Church was tied to the application; Horan replied the church‑area application was separate.
Councilmember Rowley moved to approve Ordinance 01‑21‑2026‑C changing the Hiatt Creek Master Plan area to RMF‑10; the motion was seconded by Councilmember Bob Provstgaard and carried by roll call. Council then approved an amendment to the development agreement for Hiatt Creek Phase B‑1 and B‑2 on a separate motion by Councilmember Provstgaard, seconded by Councilmember Anne Moss, which also passed unanimously.
Next steps: Because the applicant provided concept‑stage plans, staff and council will continue to review density, unit counts and infrastructure requirements as formal development applications are filed.
