The Lawrence City Commission adopted Resolution No. 7663 (rules and procedures) and Resolution No. 7668 (a civility pledge for public service) and advanced an ordinance amending meeting start times on first reading.
Commissioners discussed whether to return public comment to follow the city manager’s report or keep general public comment at the end of meetings. Vice Mayor Courtney argued for permitting public comment after the city manager’s report to give the public a chance to respond to staff updates; Mayor Brad Finkel expressed concern that opening comment at that point could lengthen meetings significantly if many staff report items generated new public comment. Residents who called in and spoke in person urged restoring early public comment and returning livestreaming to YouTube; Julie Jones said moving public comment to the end of meetings "did not change behavior" and urged returning it near the start so working residents can attend.
The commission also clarified that written public comment requires a name and contact (email acceptable) so staff can follow up; staff said they would redact addresses on the agenda if speakers request it. Resolutions to update rules and pledge civility passed 4–0, and the ordinance advanced on first reading.
