Payson could grow to 60,000 by 2050, development director warns

Jill Spencer, Development Services Director, told the retreat the city's current population is estimated at about 28,000 and that projections show growth to roughly 60,000 residents by 2050. She said there are about 5,000 entitled housing units that could bring an additional 20,000 people and emphasized the need to 'stay ahead of growth' with updated plans and additional staffing.
Spencer outlined goals including updated permitting software, clearer plans and an update to the city code to align with market realities, community values and state law. Council and staff discussed transportation needs, the Station Area plan and transit-oriented development as part of maintaining momentum on planning work.
