Peter Kelly, chair of the Nathaniel Witherell board, and senior staff presented an update on the long‑term care facility's finances and operations. Finance director Kelly Nardone reported total revenue for FY26 of $28.6 million, about $1.1 million below the prior year, and an average daily census below budget (FY26 average daily census 161 vs budgeted 182). In July the facility's census rose, Nardone said, with a July 17 count of 173 that includes 23 residents transferred from the recently closed Greenwich Woods facility.
Executive Director John Mastinardi and nursing leadership described service expansions intended to attract higher‑reimbursing Medicare short‑term rehab cases and specialized clinical work (IV therapy, COPD program, sepsis early‑detection protocols and trach/TPN care). Mastinardi said the staff have made operational changes and certifications — for example, IV‑therapy certification — that enable in‑house IV antibiotics and save roughly $350 per IV start while strengthening referrals. The team also disclosed the annual Connecticut Department of Public Health survey yielded 17 federal citations (down from 21 in 2024); the facility is disputing seven of those and filed a plan of correction.
Board members pressed management on how quickly revenue trends can improve and when alternative 'pessimistic' plans (including service reconfiguration) would be considered. Management said it is pursuing partnerships (including a nondisclosure agreement with the Waveny Life Care Network to share financial and operational information) and is exploring targeted investments to become more competitive for Medicare referrals. BET liaisons will form follow‑up work with Witherell leadership over the summer and present further strategic options in the fall.
