Council accepts four temporary easements for Summit Hollow drainage repair

The Norman City Council voted to accept four temporary construction easements (E2627-1 through E2627-4) on July 21 to allow the Summit Hollow drainage improvement project to proceed.
Scott Sturtz, director of public works, told the council the existing concrete channel behind four homes had collapsed and a temporary pipe that crews installed floated up twice; engineers now propose installing a concrete box culvert and doing grading and drainage work so the problem is resolved permanently. Sturtz said the agreements are temporary (not filed at the courthouse), signed and notarized by the property owners, and will terminate once the work is complete.
Councilors asked whether the properties are in an HOA and whether owners had consented; staff answered that the infrastructure is public and that all four owners have signed and notarized easements. Mayor called the motion to accept the easements, which passed by voice vote; staff said the city will put the project out to bid this week and begin work as soon as possible.
