Chris, a utilities representative, told the council a previously overlooked TMI bid arrived in the office and "it came in under the engineer's estimate," giving the city the option to proceed without waiting the statutory 21-day rebid period. Staff outlined cost options and recommended moving forward with a contract so a contractor would be ready to begin work while staff evaluates a potential third‑party design sponsor.
Councilors pressed staff on life‑cycle and safety questions. Staff said the same contractor who inspected the tank reported it is structurally sound and "he would climb it. Feels very safe with it," and that the department conservatively expects about 10 years of service from the planned paint approach. The staff memo lists a more conservative 10‑year expectation; warranty terms were described as a one‑year check for touch-ups.
Mayor called the motion to approve, which was moved and seconded; the council approved the contract by voice vote. Staff said they will return next Tuesday with a second, higher‑cost contract option if a third‑party sponsor proceeds with a more elaborate logo design, and the lighting package will be bid separately at a later date.
