The Norfolk City Planning Commission on July 20 recommended approval of a conditional use permit that would allow University Pizza’s locations at Cali Avenue and 51st Street to operate under the current late‑night schedule (11AM–2AM) and sell alcoholic beverages on‑premises, subject to staff conditions that limit outdoor amplified sound and set earlier closing times for outdoor dining.
Staff said the outdoor amplified sound should stop by 9PM seven days a week and recommended outdoor dining end earlier on weeknights and at 11PM on weekends to protect nearby residences. "This is consistent with what we've been doing with areas that are close to residential," staff said. Commissioners moved to recommend approval with those conditions and will forward the recommendation to City Council.
