Commission recommends Shake Shack’s Monticello location for extended hours and alcohol sales with two‑year sunset

The Norfolk City Planning Commission recommended approval July 20 of a conditional use permit that would allow Shake Shack at 1400 Monticello Avenue to operate until 2 a.m. and serve alcohol on‑ and off‑premises.
Staff summarized the proposal and said conditions would include adding two bicycle parking spaces and a two‑year sunset. Attorney Chuck Slemp, representing Shake Shack, said the extended hours are part of a national operating model being rolled out to other locations. "Shake Shack is moving to that nationwide, and so this would bring them in line with other locations across the country," Slemp told the commission. Commissioners voted to recommend approval and asked staff to include the listed conditions in the referral to City Council.
The request seeks to keep the indoor capacity and outdoor seating as currently configured and to limit off‑premise alcohol sales to times tied to meals, according to staff. The commission will forward the recommendation to City Council.
