The Norfolk City Planning Commission voted July 20 to recommend approval of a conditional use permit requested by West Ocean View Partners LLC to increase intensity from 22 to 24 dwelling units at 1211 and 1213 West Ocean View Avenue.
Staff presenter Rob summarized the proposal and ARB comments: the conversion adds two studio units by converting existing laundry rooms and proposes washer‑dryer hookups in all units. "The renovations are generally in keeping with the coastal character pattern book," Rob said, while noting the site does not meet four mansion‑style standards (usable open space, parking screening, lot area, and facade-related requirements). The ARB recommended two specific conditions: screen the dumpster enclosure in a material compatible with the building (brick or decorative concrete block) and increase landscaping between the parking area and the right‑of‑way. Applicant representative Keith Kulo told the commission his team agreed to those recommendations.
Staff noted the site currently has 26 parking spaces and that meeting mansion‑style parking standards would require about 38 spaces; the CUP seeks modifications where the existing configuration is practical to retain. The commission moved to recommend approval to City Council subject to the ARB conditions.
