Local planning board recommends transmittal of city's 10-year water supply plan to commission

Lance Lilly, senior planner with Chen Moore, told the Historic Resources Preservation Board the city's 10‑year water supply facilities work plan updates regional data and makes minor policy-date corrections required by Florida statutes. "This request is for approval of a 10‑year water supply plan," Lilly said, noting the update follows the South Florida Water Management District plan adopted in September 2024.

Lilly said the update revises background, system overviews, population projections and capital improvements and adjusts a policy date from 2027 to 2026. He said the plan's purpose is to demonstrate the city's projected water capacity and conservation measures, not to appropriate project funding. "The recommendation from staff is to approve the transmittal and adoption of this particular ordinance so it can move forward to the city commission," Lilly said.

Board members asked whether the plan had already had a first reading; Lilly replied it had gone to the Planning and Zoning Board and that the City Commission will review it later. One member asked about environmental contingencies such as drought; Lilly said reviewing agencies including DEP and South Florida Water Management District will provide comments and the plan will be updated to address any red flags.

After discussion the board moved, seconded and approved a recommendation to the City Commission to transmit Ordinance 2026‑O4 and the updated water supply plan for state and agency review. The board's recommendation is a transmittal step; final adoption would occur later at the City Commission hearing and after state review.
