Park Rapids approves bond sale that trims borrowing costs by about $70,000

The Park Rapids City Council on Aug. 12 approved Resolution #2025-128 authorizing the sale of General Obligation Utility Revenue Bonds, Series 2025A, after municipal finance advisor Jessica Green presented the final sale results.
Green told council the bond sale generated a premium and came in with lower interest costs than anticipated, which "reduced the costs by approximately $70,000," a result City Administrator Angel Weasner described as “good results” for the city. The council voted unanimously to approve the resolution (motion by Tim Little; second by Joe Christensen). Mayor Pat Mikesh was absent.
The council also approved a related pricing-opinion contract with Blue Rose Capital Advisors through Resolution #2025-129; Administrator Weasner said a preliminary opinion found the pricing to be fair and that a final report would be provided when available. The twin actions are intended to finalize financing for utility projects funded by the issuance.
