Several commissioners favored holding the board's commitment so the RFP can be released while staff finalizes the funding source during the budget process.
Commissioner Wheeler moved to authorize allocation of up to $250,000; the motion passed on roll call (6 yes). Staff said the contract and final funding source would be noted in follow‑up materials.
