Plan review flags 164-tree requirement; staff and developer propose alternate landscaping solutions

Norm Stevens said staff and the engineer discussed options and that the engineer "offered to Mr Hinkle that, hey, he goes, hey, it's not that I don't want to provide them...I'll provide them. You can put them wherever you want to put them. You want to put them in a park, you want to put them down Norfolk, then you're okay to do that." Stevens said staff and the developer are working out plantings and other plan adjustments; once the engineer resubmits corrected plans and staff approve them, the apartment complex will be allowed to move forward.
The board discussed neighborhood screening and landscaping commitments, including an improved masonry and wood fence and ensuring tree plantings or other screening on the east side of the complex. Staff framed the tree requirement as part of plan-review compliance that must be resolved before issuing construction permits.
