River Ridge board ratifies $150,786 change order for stormwater work amid budget concerns

Vice Chair Terry Mountford urged caution about the district's operating process, stating the CDD was already "$300,000+ over budget for this type of project" and criticized approving another $150,786.09 without a special meeting. Discussion focused on scheduling special meetings for significant unplanned expenditures, building contingency amounts into future contracts, and drafting a policy authorizing project managers to approve limited contingency expenditures. Counsel Tony Pires was directed to draft "ground rules" for handling similar situations moving forward.
The board record shows the Seaside and Masters projects were carried into Fiscal Year 2025, which Mr. Blumenthal noted as the reason loan funds for the stormwater project were available despite prior budget overruns. No further votes or roll‑call names were recorded beyond the notation that the motion passed "with all in favor."
