Board appoints resident Keith Merrill to vacant Seat 1; Oath administered

Chair Bob Schultz nominated Keith Merrill to fill the unexpired Seat 1 term (expires November 2026). No other nominations were made. "On MOTION by Mr. Schultz and seconded by Mr. Twombly, with all in favor, the appointment of Mr. Keith Merrill to fill Seat 1, was approved," the minutes state.
Mrs. Adams, a notary, administered the Oath of Office to Mr. Merrill following the appointment. District staff and counsel briefed the new supervisor on required ethics training, Form 1 disclosure guidance, the Sunshine Law and public records obligations, and the Form 8B memorandum of voting conflict form that applies to local public officers.
Board discussion preceding the motion highlighted Merrill's long tenure in Pelican Sound and prior HOA service, with Chair Schultz noting Merrill's history of involvement in issues similar to those the CDD faces. Mr. Schultz thanked Kevin Ofenloch for his willingness to be considered. No board member opposed the appointment and no alternative candidates were nominated.
