UN Secretariat says it cannot unilaterally designate terrorist groups, defers to member states and Security Council

In response to questions, the UN spokesperson said the Secretariat does not make terrorism designations and that listings are determined by member states and the Security Council; he also said the UN's responsibilities under relevant boards have been primarily humanitarian.
When asked whether the United Nations can designate a particular group as a terrorist organization, spokesperson Farhan said, "The United Nations, Secretariat does not make designations of terrorism." He said designations are made by member states and, in some cases, by the Security Council.
On a separate question about whether the UN was involved with an international force that some governments said they would send to Gaza, Farhan said the UN's responsibilities under the (Board of Peace) have been primarily humanitarian and that member states coordinate with the guarantors of the Board of Peace and their own officials rather than the Secretariat alone.
