Council approves $15,000 preconstruction agreement with Myers Cherry for jail expansion

Shannon Marshall, special projects division manager, presented a construction manager contract with Myers Cherry Construction to provide construction management services for the jail expansion and renovation funded by the 2018 general obligation bond. The contract being approved today covers $15,000 in preconstruction services to develop project scheduling and market-accurate cost estimates ahead of bidding.
"This contract today is only for $15,000 to help perform preconstruction services, providing a schedule early on while we're still in design, providing cost estimates that are true to the market value," Marshall said. A councilor raised concerns about recurring HVAC problems under low-bid awards; staff responded that state procurement rules require awarding to the lowest responsible bidder, but that bonding, warranty periods, and vetting of contractors can mitigate risk. Council voted to approve staff’s recommendation.
