The Johnson Select Board agreed to use a traditional construction bid form in which the owner (the town and its engineers) provides estimated quantities for bid items, rather than asking bidders to derive quantities from the plans.
Carl, presenting the SEDS update, said Mummley Engineering and Vermont Land Trust staff visited the industrial park and that surveyors marked more than 100 trees. He described two bid-form approaches: one requiring the bidder to calculate quantities from the plans (quantity-based) and a second, more traditional approach where the owner supplies estimated quantities. Carl said the owner-provided quantities typically reduce final change orders because they yield “apples to apples” comparisons across bids. Board members indicated consensus in favor of the owner-provided-quantity approach.
Carl also reported that some 25–40 trees outside the core road/utility clearing area were marked and that the team will check with state officials about bat-habitat regulations before removing trees outside the direct construction footprint. He said harvested logs would be stored on Lot 2 and later used at the restoration site to build interlaced log structures for bank stabilization. The board asked staff to proceed with preparations and to have Mummley help enumerate pay items for the bid documents.
Next steps: Mummley Engineering will provide a draft bid form and list of payable items (manholes, hydrants, linear quantities) so the town can advertise bids with owner-provided quantity estimates.
