The Amity City Council approved an updated athletic field use policy on March 12 that gives staff authority to manage reservations, requires general liability insurance for organized teams, and clarifies conduct and damage expectations for users.
Staff explained the policy is designed to give administrative flexibility for scheduling and to allow negotiation of reservations while protecting public assets. Council members suggested small edits: moving the earliest reserved start time earlier than the draft’s 8 a.m. (several councilors proposed 7 a.m. as reasonable), adding a secondary emergency contact on the reservation form, and including a check field for whether a certificate of insurance (COI) has been provided. Staff agreed these are practical changes and the council moved and seconded to adopt the revised policy with those clarifying edits.
The policy as adopted requires organized groups that reserve fields for recurring activities to submit evidence of insurance, comply with field rules, and accept responsibility for damages beyond typical municipal maintenance. Staff will incorporate the edits into the final policy document and update reservation materials to include contact and COI verification fields.
