Dubois County Council reviews wage study to guide 2027 budget

Council President Michael W. Kluesner called the joint meeting to order at 11:00 a.m. May 27, 2026, and heard a presentation on a countywide wage study from consultants Addie Rooker and Lori Seelen of Waggoner, Irwin, Scheele & Associates. The consultants reviewed the Job Classifications and Compensation Study Summary Report and said they used a Factor Evaluation System to assign positions to job categories and evaluation points.
The presentation listed the job categories used (COMOT—Computer/Office Machine Operation/Technician; LTC—Labor, Trades, Crafts; PAT—Professional, Administrative, Technological; EXE—Executive/Merit; POLE—Protective Occupations, Law Enforcement; Civilian POLE; and SO—Special Occupations) and the evaluation factors (Job Requirements; Difficulty of Work; Responsibility; Personal Relationships; Environment). The consultants identified ten takeaway items for Council consideration, including classification and factor points; longevity pay options; chief deputies; annual work hours; probation; employee compensation and benefits survey results and staffing comparables; skill-level pay options; tiered compensation and stipends; and an overall compensation analysis. The report also included an external salary analysis and a Fair Labor Standards Act (FLSA) review and presented a benefits snapshot.
Council members agreed to continue reviewing the findings in small subgroups before providing guidance and the study materials to department heads for use in preparing the 2027 budget. With no further business, Council member Michael J. Stallman moved to adjourn; Meredith I. Voegerl seconded, and the meeting was adjourned at 1:11 p.m.
