Council approves $8,504 HVAC replacement after earlier motion failed

The Gibraltar City Council on Monday approved a $8,504 quote from Flow Air to replace the building's ACCU2 heating, ventilation and air-conditioning unit, after a previous motion on July 13 failed for lack of a majority.
City Administrator Michelle Witherspoon read a DPW director's memo saying staff solicited bids from four HVAC contractors; only Flow Air responded. The memo noted an original quote of $8,216 and a $288 increase, which Flow Air attributed to higher supplier costs. "The answer was no, because the supplier has been hit with a cost increase by the manufacturer, and they are passing the increase on to the customers," Witherspoon read from the memo.
A council member moved to approve Flow Air's quote and the council held a roll-call vote. Witherspoon said the unit is in stock and that, "installation will not be until the 1st or 2nd week of August." The council chair announced the motion carried.
The DPW memo also noted that a separate ACCU unit that had required repair was back in service as of July 22. Staff and council members expressed regret for the prolonged discomfort in city offices and said approving the replacement put the project back on a clear schedule.
