Resident urges permanent parking fixes near Cultural Center; police propose church partnerships and shuttle

Jackie Boyle, a resident of Barrett Road, told the Upper Moreland Township Public Health & Safety Committee that parked cars and poor visibility near the Cultural Center create hazardous driving conditions and asked the Township for “permanent solutions.”
Police Chief Scott Bendig said officers met with the worship center’s executive director, described a volunteer parking team used during large events and noted that enforcement (tickets) has been used for noncompliant visitors. Bendig said the department is "working on ideas" including sharing parking capacity with nearby Calvary Presbyterian Church or St. David’s Church and developing a shuttle to an off‑site contracted location; he told the Committee he will provide a follow up. Township Manager Patrick T. Stasio added that the presence of school buses, trash trucks and emergency vehicles also affects circulation.
Several residents and commissioners suggested traffic controls to reduce conflicts. Kevin Spearing proposed "no parking between signs" to preserve gaps for through traffic; Moureen Wenik (Ward 4) suggested one‑way circulation on certain days; Commissioner Susan Worth‑LaManna recommended reflective paint on both sides of the apron. Solicitor Sean Kilkenny said his office is researching legal approaches to address parking impacts and will report back to the Board of Commissioners.
The Committee did not take formal action at the meeting but asked Chief Bendig and staff to follow up with findings and potential regulatory or inter‑party agreements.
