Juno Beach budget presentation flags end of 1¢ surtax, falling permit revenue and selective grant budgeting

Director Emily Alves outlined revenue assumptions and cautioned the council about shifting funding sources. She said the 1¢ surtax program ended on Dec. 31, 2025 and provided roughly $125,000 in the current fiscal year; that source will not recur. Alves told the council that building-permit revenue is expected to decline by about 27% next year and that staff expects to receive an estimated $80,000 from a Safe Streets for All grant and approximately $6,000 from an FMIT safety grant.
When councilmembers pressed whether past budgeting included hoped‑for grants, Alves said, “I only budget for things I'm extremely confident we're going to get,” and contrasted that with earlier practice of projecting hoped‑for grant receipts. Council asked staff to provide a clearer projection of current-year actuals versus the budget at the August workshop. Several members also asked staff to return with grant‑search timing and a CIP list to guide which projects the town should pursue for outside funding.
