The Broken Arrow Municipal Authority authorized a one-year professional services agreement with HDR Engineering for a PFAS compliance study priced at $316,772, Utilities Director Timothy Robbins told trustees during Item 6b.
Robbins said HDR — the firm that designed the original water treatment plant and is conducting master planning for the city — will evaluate what the city currently treats for PFAS, forecast future water quality, and recommend detection and treatment options. "It is front and center, and we are attacking it on all avenues that we can," Robbins said, describing PFAS as a priority across several recent meetings.
Robbins described the regulatory timeline the city is preparing for: the EPA has set maximum contaminant limits (MCLs) for PFAS chemicals including PFOS and PFOA, the city will begin regular testing and include results in consumer compliance reporting by 2027, and the authority expects to have PFAS treatment processes in place by the end of 2029. The scope also covers wastewater and biosolids, testing upstream of the wastewater treatment plant, and development of pretreatment programs and public and industrial engagement.
A trustee asked whether HDR would sample the Grand River raw-water supply; Robbins said HDR has already collected PFAS samples from that source and will include both locations in the study. The trustee moved to approve the professional services agreement, a second was recorded, and the chair called for a roll call vote; the transcript does not include a full vote tally.
