State Finance Council uses Webex breakout rooms for two brief executive sessions

Legislative staff explained how the State Finance Council would use Webex breakout rooms to hold closed executive sessions that are not broadcast to the public, then the council recessed twice during the meeting to consult with counsel about two separate proposed tort claim settlements.
Dusty Ralston of Legislative Administrative Services told members the breakout room functions as a separate meeting that won’t be broadcast to the public and that attendees not authorized for the executive session would remain in the main meeting and be unable to hear the discussion. "It won't be broadcast to the public," Ralston said when describing the process.
Representative Waymaster estimated each executive session would take about 10 minutes; both motions to recess for closed sessions were moved and approved by the council. The transcript notes that Whitney Casement and Bridal Jacobs from Stevens Bridal were physically present in the office for the second executive session.
On return from each session, the council resumed open session, recorded roll-call votes where required, and announced outcomes on the public record.
