"Now we've got technology now that does not off gas," the Chair said when describing biomass systems that 'gasify' biological material at emissions levels she called "way below anything." Members noted community concerns (NIMBY) but supported studying the technology and searching for grants and locations within Lake County.
Speakers asked staff to reword awkward or grammatically unclear policies and to make monitoring and air-quality baseline requirements clear and applicable to discretionary permits for new major sources.
