Members of the Riviera Local Area Plan Advisory Committee expressed consistent support for limited mixed‑use development in commercial areas to expand housing options suited to Lake County’s rural character. S2 explained the concept as "an apartment over a pizza place or maybe a couple houses behind a coffee shop" and emphasized the approach would not replicate dense Bay Area models.
Several LAPAC participants raised constraints. One member noted that in HOA areas a residential design overlay requires minimum residential sizes and architectural standards—"in order to do mixed use with the residential design overlay, the residents would have to be 1000 square feet"—which could prevent the small units members envisioned. The committee suggested staff consider design and development standards tailored to HOA areas, and encouraged outreach to affected property owners to pursue designation changes through the Lake County 2050 update process rather than individual costly rezones.
