LAPAC discusses flood-risk management, NFIP responsibilities and Hidden Valley levee concerns

The Chair told members Community Development has taken over the county's administration of the National Flood Insurance Program (NFIP) and that staff face a steep learning curve and an upcoming two-year audit cycle. "We took over Community Development took over the National Flood Insurance Program that was previously maintained over at, Water Resources," the Chair said.
Members raised specific infrastructure concerns in Hidden Valley, where some homes are in mapped flood zones and residents reported damage. The group noted FEMA preferences for limiting development in open-space zoned areas and discussed the need to review open-space land-use designations and possible plan modifications to reduce future insurance rating impacts. No formal plan amendment was adopted; staff said these considerations will feed into the general-plan update process.
