Commissioners press for county-level data after Envision Utah capacity findings flag Summit County as greenfield

Officials questioned the Envision Utah capacity report and AMI benchmarks, urging Summit County to provide its own input/output calculations, deed-restriction maps and GIS layers to correct apparent misclassification of infill opportunities.
A committee member (S3) raised concerns about statewide data and how the capacity report classifies Summit County. "Interestingly, that plan identifies all of Summit County as having 0 infill opportunity and 0 transit adjacent opportunity," the committee member said, adding that the designation as entirely greenfield did not match local knowledge.
Participants proposed practical remedies: creating county-level input-output spreadsheets and GIS coverages to show deed-restricted lands and existing inclusionary zoning units. Presenter (S2) encouraged submitting local corrections and supplying the state's dashboard with updated deed-restricted counts so the state's dashboard better reflects the county's reality.
Members also questioned AMI and pricing assumptions: a Speaker asked, "How did they come to that $450,000?" and other members suggested standardizing a county-level AMI calculation tied to local taxes, HOA fees and utilities rather than a single statewide price point. County staff said they will prepare and submit county-specific data to state portals and to the teams maintaining the capacity report and dashboard.
