Board debates scoring rules and budgeting as it shortlists six Quilted Together finalists

During its Dec. 9 meeting the advisory board spent significant time discussing how to apply the RFP scoring criteria and how to handle wide variation in artist budgets for site work and footings.

Staff explained the compiled scores are a guide and not an automatic determiner: “this is a tool for us to use, the scoring criteria, to help us make a decision,” staff said. Several members stressed that application completeness and technical readiness can score well even when the submitted artwork is not a first choice aesthetically; the group agreed the board can advocate for proposals they subjectively prefer even when those scored lower.

Members repeatedly raised technical and budget-related concerns. One member asked what would happen if a chosen artist underestimated footing or foundation costs; staff replied the contract is set to the awarded amount and excess site costs generally become the artist’s responsibility unless the board flags a major red flag during reference checks and vetting. The board narrowed review to the top five scored proposals and added one advocated lower-ranked entry, creating a top six shortlist for final ranking and tallying.
